Yes, P&R was created by the head writer and one of the other main writers in The Office, and actually I think these two men have always tried to bring some kind of warmth to that show? It couldn't work fully, of course, because the UK Office had been so drab and gloomy and the first season was built on that enough that changing it something immediately more satisfying to watch would be difficult and would require a drastic tonal change. And then where it went wrong was that after Jim/Pam happened, there wasn't anyone in the office that wanted to be there (because Jim and Pam could interact outside of work!), so why should we, right? (I'm sorry this is so long, but I've thought about this, hehe.)
P&R skipped that problem by establishing a workplace with people who liked one another and liked what they were doing, and maybe I'm being sappy, but I think that even if Jerry were to be attacked or made fun of by someone outside of the Parks department, everyone, especially Leslie, would be on that. UGH I LOVE IT SO MUCH. Leslie/Mark didn't come in the way of Mark/Ann or Leslie and Ann's friendship. Andy got over Ann/Mark!!
